  1. I think so much of the disconnect comes from upper administration being too far removed from day-to-day program management. Edicts are easy when they are just on paper/screen.  Professional development is rarely developed by those who need it, more often by those who mandate it, with little knowledge of what is needed, how things work, and what the day-to-day challenges are for all involved.
