The solution suggested relies on access to people with the level of knowledge and fluency in traditional pedagogy and new technologies (and the social media spin-offs). This is its own issue. If a system that has 1:1 is 5 years behind, then imagine the work of a system that has yet to dismantle computer labs, unblock Facebook, or begin thinking about blended learning. Where does the expertise come from?
