Alright, so I want an app/website that lets me add comment threads at timestamps on a video. I see that there are a few things that exist, but they are all “enterprise” software. Does this exist for education or novice users?

Would VoiceThread work? Or are you not able to skip around via timestamps? I haven’t used it in a while, but thought I’d throw it out there!
