Well an affinity group can be PLC, but it doesn’t have to be.  In the PLC you are there to better your professional techniques, gain new information, or collaborate.  In the affinity group you may be there to better your techniques, to socialize, or just to fulfill a curiosity, or just have fun.  It is also easier for an affinity group to spin off and cross boundaries/disciplines to create something new.  The PLC is not likely to divert from topic as much.
